Europe is preparing for a new phase of regional and rural transformation. The proposed EU Multiannual Financial Framework (2028–2034) introduces a more streamlined and locally focused approach to development funding, aiming to make the next decade a turning point for communities across the continent.
Under the new framework, more than 540 separate programs will be replaced by just 27 National and Regional Partnership Plans (NRPPs). This shift is designed to simplify funding access for local and regional stakeholders, reduce bureaucracy, and enable more flexible responses to each region’s specific needs.
The framework highlights territorial cohesion, climate resilience, social inclusion, and innovation as key priorities. For rural and smaller communities, this means new opportunities for green investments, community infrastructure, and local entrepreneurship.
For regional NGOs, the message is clear: local voices matter more than ever. With stronger emphasis on partnership and citizen participation, grassroots organizations can play a central role in shaping and implementing regional strategies.
