Civil Society Networks Urge EU to Strengthen Protections and Support for NGOs

European civil society organisations are calling on the European Commission to deliver a stronger, more ambitious EU Civil Society Strategy. In a joint letter, the Human Rights and Democracy Network (HRDN) and the International Commission of Jurists (ICJ) urged the EU to adopt concrete measures that protect NGOs, ensure sustainable funding, and promote meaningful participation in policymaking.

The appeal comes amid growing concern over shrinking civic space and administrative barriers facing NGOs across Europe. The organisations emphasised that the Strategy must go beyond symbolic commitments and establish practical mechanisms — including rapid-response protection for human rights defenders, civic-space impact assessments for new EU policies, and long-term, flexible funding models that support both large and grassroots organisations.

They also called for formalised and transparent civil dialogue between EU institutions and NGOs, as well as a stronger public narrative that recognises the value of civil society in upholding democracy and human rights.

For regional and local development NGOs, these proposals could open new opportunities for engagement, visibility, and funding. A stronger EU framework would not only empower smaller organisations but also reinforce the role of civil society as a key partner in building inclusive, democratic, and sustainable communities across Europe.
